GREYThe Congress is not held under the auspices or patronage of the Government of the United States, but an invitation from the President of the National Association of the Deaf has been received through the United States Ambassador. After reference to the Local Government Board and the Board of Education, I informed the Ambassador that His Majesty's Government were unable to appoint a delegate to the Congress.
