§ Sir E. GREYThe hon. Member appears to be under a great misapprehension. The United States Government are not only prepared to concur in, but are most anxious to bring about the establishment of the International Prize Court at The Hague, and they took a prominent part in negotiating the Prize Court Convention, and were one of the first to sign it. A technical difficulty which has arisen since is now in a fair way to settlement.
