Mr. HAZLETON

asked the Chief Secretary to the Lord Lieutenant of Ireland whether there is at present a vacancy on the Board of National Education in Ireland; and, if so, whether the Irish Government will consider, in connection with the vacancy, the claims of the teachers to have a representative on the Board?

Mr. BIRRELL

The manner of filling this vacancy is at present under consideration.

Mr. MOONEY

asked the Chief Secretary to the Lord Lieutenant of Ireland whether the rescinding of the rules of the National Board which formerly prohibited national school teachers from attending fairs and markets has led to any breach of discipline on the part of the teachers; whether he is aware that the Commissioners refer to the removal of this rule from the Code as relaxing the rules to a considerable extent; and whether, having regard to the fact that English and Scotch teachers enjoy full civil liberty, the Commissioners will still further modify the rules relating to the freedom of the teachers?

Mr. BIRRELL

The Commissioners are not in a position to say, without prolonged inquiries, whether the alteration in their rules to which the hon. Member refers has led to any breach of discipline. As regards the remainder of the question, I would refer the hon. Member to my reply to the question asked by him on the 14th instant, to which I have nothing to add.

The HON. MEMBER

further asked the Chief Secretary whether he is prepared to lay upon the Table of the House of Commons the minutes of the meetings of the National Board, at which the civil rights of Irish national school teachers came up for discussion, as was done in the case of the decisions on Rule 127 (b); whether the Commissioners are aware that the existing rules tend to make pedants of the national teachers; whether the ordinary civil servants are now granted their full civil rights; and whether, in case these restrictions on the freedom of the teachers are not removed, he will be prepared to so amend the charter of the Commissioners that their rules and regulations must be placed upon the Table of the House of Commons one month prior to their receiving the official seal?

Mr. BIRRELL

I am not prepared to lay the Minutes in question on the Table of the House, or to recommend an amendment of the Commissioners' charter. I have already stated, in reply to previous questions, that the Commissioners believe these rules to be for the real advantage of the teachers. All permanent Civil servants are subject to certain restrictions in the exercise of their civil rights.
