asked the Chief Secretary whether the Commissioners of National Education in Ireland require from the managers of Irish national schools at the end of each quarter of a year certificates as to the characters of the teachers employed in the schools; and, if without these certificates salary would be withheld from teachers, will he say in what other branch of the public service does such a custom exist?

I understand that the practice of the Commissioners of National Education is correctly stated in the question. I cannot say whether a similar practice exists in other branches of the public service.
