§ Mr. HALDANEIt is understood that in the cases of several units the Commanding Officers have deferred the registering of the names of those who would be willing to undertake the liability in question until the period for the annual training. Any Return, therefore, of the nature suggested could now only be incomplete, and would not be of any value. I am not, therefore, prepared to lay a Return at the present time.
