As to the second part, reference to the current crew lists of vessels belonging to the Peninsular and Oriental and Cunard Companies, supplemented by reference to the companies' lists of Royal Naval Reserve officers in their service, would simply the information required, but considerable clerical labour would be entailed in obtaining it.
