§ Mr. McKENNAThere has always teen provision in the regulations to enable second class men to qualify for advancement to a pensionable rating. These men have received retaining fees and drill money for their service, and no reason is seen for conferring now the, further benefit of pension which they could have obtained by fulfilling the conditions for promotion under the regulations.
