§ Mr. CHURCHILLLicences are granted by the Secretary of State. Certificates are given by the scientific authorities named in Section 11 of the Cruelty to Animals Act, 1876; they are not available until a week after copies have been sent to the Secretary of State, who may disallow or suspend them. There is no power under the Act to charge fees for either licences or certificates.
