Whether they were represented at the meeting of Defence Ministers held in Paris on 21 December 2004 to discuss security co-operation in the Mediterranean; and, if so, by whom. [HL685]

No. The meeting in question was of "5 + 5" dialogue members, an informal grouping of 10 countries in the western Mediterranean: the five countries of the Arab Maghreb Union (Algeria, Libya, Mauritania, Morocco and Tunisia) and five EU countries (France, Italy, Malta, Portugal and Spain).
