asked Her Majesty's Government:

Following the accident on the A23 on 16 May, whether any of those killed or injured were "at work" as defined by the Health and Safety at Work etc. Act 1974; and, if so, what action the Health and Safety Executive will take to investigate noncompliance with the Act and bring charges. [HL2973]
