§ Mr. MilibandEligibility for support from public funds in respect of Bachelor of Education and Postgraduate Certificate in Education courses in England normally depends on whether or not a person is ordinarily resident in this country or the wider European Economic Area (EEA) Employment-based teacher training schemes, the largest of which is the Graduate Teacher Programme, offer an alternative route to Qualified Teacher Status which allows candidates to be employed in schools as unqualified teachers and paid accordingly while they train. Candidates who are not ordinarily resident in EEA country can take part in these programmes on exactly the same basis as those who are.
