§ Paul GogginsSection 25 of the Police and Criminal Evidence Act gives the police a general power of arrest for the purposes of enabling the police to prosecute for a non-arrestable offence or to prevent a crime from being committed. The statistics collected centrally on persons proceeded against and those convicted do not enable those originally arrested under this power to be separately identified.
