No. The Office's Public Service Agreement 5 underpins the Government's commitment to improve the balance between supply and demand for housing. In this context, the main function of a performance indicator for overcrowding would be to monitor progress in alleviating the position of those at the bottom of the housing ladder. However, PSA5 already incorporates such an indicator— number of statutory homeless households with children in temporary accommodation. The further indicator proposed here would simply cover the same ground, albeit from a slightly different perspective.
