§ Paul GogginsImplementing the reforms set out in "Reducing Crime-Changing Lives" is a complex and long-term programme. Full implementation will take several years to be fully concluded. We are currently consulting key stakeholders on our preferred model for the organisational structure of the National Offender Management Service.
