[holding answer 22 July 2004]: In the 2004 spending review, my right hon. Friend, the Chancellor of the Exchequer confirmed sustained high levels of investment in the national health service of 7.1 per cent., in real terms. The large majority of this funding will be allocated directly to primary care trusts and it will be local decision making that determines the level of investment required to achieve national standards and meet local priorities.
