§ Mr. McNultyThe principal external costs considered in work supporting "The Future of Air Transport" White Paper were environmental costs, the largest of which is the impact of aviation on global emissions. The supporting paper to the White Paper, "Aviation and Global Warming", February 2004, reports—for an additional runway at Stansted followed by an additional runway at Heathrow—a net present value of the cost of associated global emissions to lie between £3.3 billion and £5.2 billion.
