§ Mr. McNultySection 26(3) of the Aviation Security Act 1982 states that this is a matter for agreement between the manager of the designated airport and the police authority in question. Failing agreement, the Secretary of State for Transport will arbitrate. Following Sir John Wheeler's review of Aviation Security, this system is being reviewed with a view to 15W making appropriate use of the Multi-Agency Threat and Risk Assessments (MATRAs) currently being undertaken at airports as a basis for agreement and, where necessary, arbitration.
