In November 2003, the Foreign and Commonwealth Office published a report by Mr. Robin Bellis (an independent consultant) that compared transposition of EU legislation in the UK, France Spain and Sweden—please refer to my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs' statement to the House on 11 February 2004, Official Report, column 1417.
