To ask the Secretary of State for Health if he will implement the recommendations of the Charter for Persons with Autism adopted as a written declaration by the European Parliament on 9 May 1996. [129443]

The rights of all citizens of the United Kingdom, including those who have autism, are set out in the Human Rights Act 1998. We are making sure that human rights principles are kept at the heart of services and policies, in particular through national standards, performance assessment and quality management and in taking forward, for example, the social services modernisation agenda and the implementation of the NHS Plan. We will continue to put human rights at the heart of health and social care policy and the delivery of services for everyone, including people with autism.
