§ Lord McIntosh of HaringeyThe Licensing Act 2003 provides that the Secretary of State for Culture, Media and Sport may not issue the licensing guidance to licensing authorities unless a draft of it has been laid before, and approved by resolution of, each House of Parliament. The Government intend to lay the guidance before Parliament as soon as possible.
