To ask the Secretary of State for Health what plans he has to reassess the means test limit for personal care costs. [138928]

All individuals receiving residential care services are assessed as to their ability to pay for the cost of personal care and for their board and lodging. The capital limits used in the means test are subject to an annual review. Any revisions would be implemented from April 2004. Care from a registered nurse is free to individuals in all settings regardless of their financial position following an assessment of their care needs.
