§ Paul GogginsThe Intensive Supervision and Surveillance Programme (ISSP) is the toughest community intervention for persistent young offenders. ISSP is being evaluated by Oxford University who will report in March 2004. It does not have a separate reconviction target but we do expect it to contribute to delivery of our new overall Public Service Agreement target of reducing juvenile re-offending by five per cent, by March 2006 compared to 2000.
