To ask the Secretary of State for Culture, Media and Sport if it is the policy of the Government that premises owned by brass bands and used for rehearsals and practice should be subject to licensing. [104744]

Dr. Howells

Under the Licensing Bill rehearsing or practising of any form of entertainment would not be licensable unless it is intended to be provided for the public or a charge was made for a private audience. Other users of, for instance, a village hall, passing through the practice or rehearsal area would not trigger the licensing requirements.
