§ Dr. HowellsUnder the Licensing Bill rehearsing or practising of any form of entertainment would not be licensable unless it is intended to be provided for the public or a charge was made for a private audience. Other users of, for instance, a village hall, passing through the practice or rehearsal area would not trigger the licensing requirements.
