§ Jacqui SmithAs my right hon. Friend the Secretary of State for Health made clear in the House, we will make our substantive response to the report as part of the Green Paper on Children at Risk, which will be published in the spring. We have already begun to implement many of Lord Laming's recommendations and we will say more in the Green Paper.
