To ask the Secretary of State for Transport what assessment he has made of the impact of expenditure by Network Rail on public expenditure commitments; and if he will make a statement. [90613]

The Rail Regulator is currently conducting an interim review of Network Rail's access charges. This began on 15 November 2002 and is expected to be completed by the end of 2003.
