To ask the Secretary of State for Northern Ireland if he will make an assessment of the impact of the introduction of university top-up fees on universities in Northern Ireland. [86619]

§ Jane Kennedy
The Government are currently preparing a strategy document setting out their vision for the development and reform of higher education, including student finance. The final proposals will be published in January 2003. Until then I am not in a position to comment on the matter.
