To ask the Secretary of State for Transport which bodies are responsible for the safe use of traffic cones on motorways. [145781]

The prime responsibility for the safe use of traffic cones on motorways lies with the highway authority and its consultants and contractors. In general, the Highways Agency, acting on behalf of the Secretary of State for Transport, is the highway authority for motorways in England.

In emergency situations, the police take responsibility for the direction of traffic on motorways, and may use traffic cones to facilitate this task.
