To ask the Secretary of State for Transport what assessment he has made of the adequacy of the safety rules governing the use of bicycle rickshaws used on public roads; how many bicycle rickshaws are in use in London; what licensing and insurance rules exist to enable bicycle rickshaws to carry passengers; and what safeguards exist for the general public who hail bicycle rickshaws. Bicycle rickshaws or pedicabs must comply with the Highway Code, road traffic laws, construction and use and road vehicle lighting regulations. We believe these are sufficient as principal measures for safeguarding public safety. Licensing of pedicabs to carry passengers is the responsibility of Transport for London, who we understand are looking at the issue. The numbers of pedicabs used in London is unknown.
