§ Mr. MilibandOver 200,000 teachers applied and were successful in Round 1 of Performance Threshold (97 per cent. of applications) and a further 31,000 successfully achieved threshold status in Round 2 (95 per cent. of applications to date). Teachers who were placed on point 1 of the Upper Pay Scale in Round 1 were first eligible to progress to point 2 in September 2002. It is too early to compile details of the numbers who have done so at present.
