Her Majesty's Government:

Which Crown Dependencies must refer constitutional changes to them; which such references are currently awaiting decisions; and on what issues. [HL6170]

The Lord Chancellor (Lord Irvine of Lairg):

The Crown Dependencies are the Bailiwicks of Jersey and Guernsey and the Isle of Man, and they are all internally self-governing. Any constitutional changes which are purely internal are therefore a matter for the insular authorities.

Any changes affecting the constitutional relationship between the Crown Dependencies and the Crown or the United Kingdom would be subject to consultation between Her Majesty's Government and the insular authorities. No such changes are currently under consideration.
