§ Dr. MoonieOfficials did not alter the medical appeal papers of Mr Shaun Rusling. Evidence was prepared for a Pensions Appeal Tribunal hearing on 10 September 1999. At that Tribunal further diagnoses for appeal were identified. This required preparation of a new set of papers for the further Tribunal hearing on 19 April 2002.
