§ Mr. MilibandThe proportions of 16-year-olds who were not in full-time education in each year 1990–91 to 1999–2000, by local education authority, are given in the following table. Some of these will of course be involved in part-time education or work based learning.
The participation rates by LEA are taken from an annual statistical bulletin, 'Participation in Education and Training by Young People Aged 16 and 17 in Each Local Area and Region, England'. The year 1999–2000 is the latest for which figures are available.
