Letter from Len Cook to Mr. John Mann, dated 24 January 2002: As National Statistician I have been asked to reply to your question concerning the percentage of the population who live within unitary authorities. The percentage of the population of England at mid-2000 who lived within unitary local authorities created under the Local Government Act of 1992 is 16.6%. All local authorities in Wales are unitary authorities.
