A secondment covers all periods from three months to three years or more. When any secondment is set up great care is taken to ensure that no conflict of interest issues arise.

The vast majority of the increase in advertising and spend between 1998–99 and 2000–01 was for recruitment advertising for open competition posts.

For regional advertising, space has been taken in many prominent regional newspapers as well as hundreds of more local papers.
