§ Dr. HowellsThe Government's proposals for the future regulation of communications will be set out in a draft Communications Bill which we expect to publish shortly. It is, however, a long-standing principle that the Government does not itself take responsibility for the scheduling or content of broadcasting and we do not propose to do so.
