asked Her Majesty's Government:
Whether they will issue the necessary financial regulations to allow local authorities to make charges for the "promotion of well being" under Part 1 of the Local Government Act 2000. [HL762]

In the Green PaperModernising Local Government Finance (September 2000) we stated that we intended to make regulations to enable authorities to charge for discretionary services, including those to promote the well-being of the areas. The forthcoming Local Government White Paper will set out how this will be taken forward.
