A council was classified as one of the best performing if:
it was in the top one third of councils based on the proportion of indicators banded three or higher this year; andhad on average three quarters or more of its indicators banded as three or higher over the past three years.There were 15 councils in this category.
A council was classified as one of the least well performing if:
it was in the bottom third of councils based on the proportion of indicators banded three or higher this year; andhad on average 55 per cent. or less of its indicators banded as three or higher over the past three years.
