When the Government consulted on the Green PaperExcellence for all children: Meeting Special Educational Needs, some 81 per cent of those responding to a question about measures to include more pupils with special educational needs favoured greater inclusion. The proportion of pupils in special schools fell from 1.3 per cent in 1991 to 1.2 per cent in 1995 and has remained constant in each of the last six years.
