To ask the Secretary of State for Transport, Local Government and the Regions what discussions he has had with the Strategic Rail Authority on devolving rail services on a regional basis. [21567]

There have been no such discussions. Special arrangements apply in Scotland following devolution. But the Government's general view is that the GB railway is a national network and should be operated as such.
