To ask the Secretary of State for the Home Department if he will make a statement on the policy of Her Majesty's Government relating to the proposal of the Commission and Parliament of the European Union for an amendment to be made to Article 192 of the Community Treaty to require the European Council to lay down a statute of conditions governing the recognition, rules, and funding of pan-European political parties. I have been asked to reply.

European political parties already exist and are recognised in the EC Treaty. The proposal for a legal base to allow the establishment of a statute to regulate these parties is intended to ensure the transparency of their funding. We strongly support this aim.
