§ Mr. Mike O'BrienParagraphs 2 to 7 of Appendix 3 to "Time For Reform" sets out the thinking behind the proposals that boats selling alcohol should require a premises licence but that trains and aeroplane should not. We shall consider comments on these paragraphs when preparing legislation.
