Low-income countries are defined as those with a 1995 GNP per capita of less than $766. The total figures include bilateral expenditure which cannot be attributed to individual countries, including for instance block grants and regional allocations.

§ Clare ShortThe definition of low-income countries, used in the Public Service Agreement, is those with a GNP per capita in 1995 of less than US$766. There are 64 such countries and they are listed on pages 164–166 of the latest (1999) edition of "Statistics On International Development" (a copy of which is in the House Library). The definition was developed by the World bank.
