Mr. Bercow

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on his role in formulating the first draft of the Charter of Fundamental Rights at the start of the German Presidency of the Council of Ministers; and if he will deposit the text of that draft in the Library.
