§ Mr. Charles ClarkeThe 1990 criminal injuries compensation scheme gives the Board discretion to make special arrangements for the administration of a compensation award, including the establishment of a trust. The exercise of that discretion in individual cases is a matter for the Board, not Ministers. I understand from the Board that it operates no rigid policy in this area, but exercises its discretion on the facts of each case. I understand also that the Board does not keep statistics in the form requested.
