Whether they consider that the African, Caribbean and Pacific-European Union sugar accords, namely the Sugar Protocol and the Special Preferential Sugar Agreement, have contributed significantly to poverty alleviation, maintenance of the rule of law, respect for human rights, education and health care in the African, Caribbean and Pacific (ACP) countries involved in the Sugar Protocol. § Baroness AmosThe benefit of the Sugar Protocol and Special Preference Sugar arrangements has been to transfer resources (through high sugar prices) to the ACP countries. This in turn has led to greater employment in the sugar sector and greater tax revenues available for investment in health, education and poverty reduction. Some ACP countries have also used the income to diversify their economies. Others have not and remain very dependent on sugar.
