§ Mr. MullinFollowing their introduction in 1991, monitoring of the first 20 mph zones showed a significant reduction in accident casualties, particularly among cyclists and pedestrians. We legislated in the summer to allow local authorities to make 20 mph speed limits and 20 mph zones without the need to obtain the consent of the Secretary of State. It is too early to judge the effect of that on road safety.
