§ Mr. RaynsfordI am pleased to be able to announce the conclusion of the review today. There was broad support for nearly all the proposals set out in a consultation paper, which received over a hundred responses. Two key changes to the needs indices to be used for the 2000–01 allocations are: inclusion of data on statutory homelessness in the New Provision Indictor; and increasing the share of the private sector stock condition indicator within the Generalised Needs Index. The second 617W of these reflects the move to the single plot for housing capital when resources for private sector renewal will no longer be allocated separately. A summary of the responses to the consultation on this issue is available in the House Library together with tables showing the effect of these changes for each local authority.
