§ Mr. Tony LloydThe White Paper on Britain and the Overseas Territories makes clear, in keeping with our commitment to a modern relationship based on partnership and responsible self-government, that we would prefer for these reforms to be enacted by the Overseas Territories Governments themselves. Discussions with the Overseas Territories on a wide range of issues covered in the White paper are continuing.
