§ Mr. BoatengThe inquiry into expenses arose from concerns about the circumstances during which a complaint was made by a member of the public following an incident which occurred in Leicester in May 1997, although the complaint itself did not relate to expenses. Matters arising from some statements made during the course of media interviews have been the subject of internal inquiries by the force and did not arise from a complaint by an individual.
