§ The Prime MinisterChild poverty is complex. It is characterised by a number of related factors which can include persistent low family incomes caused by parental unemployment, as well as other factors such as low educational attainment, poor housing and poor health. What therefore matters is taking action in all these areas as we are doing to improve the life chances of all the children in Britain today.
